말도 많고 탈도 많은 프랑스의 한 자선단체 얘기 관련 기사입니다.
그 단체는 바로 ‘조스아크(Zoe's Ark)’는 자선단체인데요. 전쟁으로 폐허가 된 수단의 다르푸르 지역의 고아들에게 더 나은 삶을 보장한다는 프로젝트를 홍보했다. 이에 다르푸르의 많은 어린이들이 국경을 넘어 차드의 캠프로 찾아왔었는데 이들을 프랑스로 데려가려다 체포되었다는 내용….

로이터 통신에 따르면 한 프랑스 외교관은 2800~6000유로(한화로 약 360~780 만원)를 지불한 프랑스와 벨기에의 약 300 가정이 파리 동쪽의 배트리(Vatry)의 공항에서 아이들을 기다리는 헛수고를 했다고 말했다고 합니다.

Chad Agrees to Return Imprisoned Aid Workers to France
차드는 수감되었던 자선단체 직원들을 프랑스로 본국 송환되는데 동의하다.

Six French aid workers convicted of attempted kidnapping in Chad are on their way back to France where they are to serve out their sentences. On Wednesday, the six were sentenced to eight years of hard labor, after being convicted of trying to kidnap 103 children from Chad. Lisa Bryant has more from Paris.

The return of the six members of the French Zoe's Ark charity follows a request Thursday by the French government for them to be repatriated and to serve out their sentences in France. Since France's justice system does not deliver sentences of forced labor, the six charity workers may have their sentences reduced or commuted.

The six were convicted of trying to kidnap 103 African children and bring them to France. The charity adamantly denies the charges, arguing it had wanted to save Sudanese orphans from war-torn Darfur, just across Chad's border. But an inquiry by international agencies found that most of those children were neither orphans nor Sudanese.

France-Info radio reported Friday that lawyers representing the children's families want the charity to pay nearly $9 million in damages and interests before the six French are allowed to return home.

Josselyne Lamilane, lawyer for the families of the 103 children, said the money was nothing at all for Zoe's Ark. If the charity didn't pay up, she told the radio, its members should stay in Chad.

The six charity workers were arrested in eastern Chad in October, just as they were about to fly the children to France. Eleven other Europeans - the flight crew and reporters who had been with them - were repatriated shortly after.

On Wednesday, a Chadian court sentenced the French workers to eight years of forced labor. A Sudanese and a Chadian, accused of being accomplices, were sentenced to four years in jail. Two other Chadians were acquitted.

The case has sparked protests in Chad and comes at a delicate time. The European Union is to send troops to Chad to protect refugees fleeing from violence in nearby Sudan. French troops are to make up the bulk of that force.

10명의 아이들의 가족들을 위한 변호사인 조셀린 라밀란은 그 돈은 Zoe’s Ark에게는 아무것도 아니었다. 그녀가 라디오에서 말하길, 만일 그 자선단체(Zoe’s Ark)이 지불하지 않았다면 그 일원들은 차드에 머물러 있어야만 한다고 했다.

10월에 6명의 자선단체 직원들은 프랑스로 막 그 아이들을 비행기로 데려가려 할 때 차드 동부에서 체포되었다. 그들과 함께 있었던 비행승무원과 기자들인18명의 다른 유럽인들은 직후에 본국으로 송환되었다.

수요일에 한 차드 법원은 그 프랑스 직원들에게 8년의 강제노동을 선고했다.
공모혐의로 기소된 한 명의 수단인과 다른 차드인은 4년의 징역형을 선고받았다.
2명의 다른 차드인들은 무죄 방면되었다.

이 사건은 차드에서 항의의 도화선이 되고 있고 미묘한 때에 일어났다. 유럽연합은 차드에 인접 수단 내의 폭력으로부터 탈출한 피난민들을 보호하기 위해 군대를 보낼 계획이다. 프랑스군도 그 군대의 무리에 참여할 예정이다.

오늘은 이스라엘과 팔레스타인 사이의 평화협상에 관련된 내용을 올립니다.
중동의 화약고 이스라엘과 팔레스타인, 참 어제 올렸던 글과 관련이 있는 파키스탄에서
전 총리였던 부토 여사가 총선을 앞두고 자살폭탄테러에 의해 사망했다는 소식이 들어와 있네요. 삼가 고인의 명복을 빕니다.

Olmert, Abbas Meet in Jerusalem to Advance Peace Talks
오마르와 바스는 평화협상을 진전시키기 위해 예루살렘에서 만나다.

Israeli and Palestinian leaders held a summit meeting today in Jerusalem in a bid to advance the Middle East peace process. As Robert Berger reports from VOA's Jerusalem bureau, the talks were overshadowed by a dispute over Jewish settlement construction.

Israeli Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas held their first meeting since they agreed to resume peace talks at the Annapolis Conference in the United States a month ago. The summit took place in a sour atmosphere, after Israel decided to build more than 300 homes in the Jewish neighborhood of Har Homa in disputed East Jerusalem. The neighborhood is built on land the Palestinians claim for a future state.

Palestinian negotiator Saeb Erekat says the construction violates the internationally-backed "roadmap" peace plan on which the negotiations are based.

"The main point is we're urging the Israeli side to stop all settlement activities including natural growth, in order to give peace the chance it deserves," he said.

Israel says the roadmap does not apply to the Jewish neighborhoods of East Jerusalem because they will remain a part of the country in any final peace agreement.
"And obviously when we have these meetings, the Palestinian side brings its concerns to the table, we bring our concerns to the table and the idea is to try to find common ground," said Israeli spokesman Mark Regev.

But there is little common ground on the settlement issue. The dispute underscores how hard it will be to achieve the goal of Annapolis: a final peace agreement by the end of next year.

”중요한 것은 우리는 기회가 있을 때 평화를 제공하기 위해서는 이스라엘 측이 자연적 증가를 포함한 모든 정착 활동들을 중단하기를 촉구하고 있다는 점이라고 그는 말한다.

이스라엘은 그 로드맵은 동예루살렘의 유대인 거주지역에 적용하지 않는다고 말하며 그 이유는 그들은 어떠한 최종적인 평화 협정 속에서도 그 나라의 한 부분으로 남아있을 것이기 때문이라고 하였다.

이스라엘 대변인인 마크 레고는 “분명히 우리가 이러한 회동을 가질 때, 팔레스타인측은 그런 관심사를 협상테이블로 가져오고 우리도 우리의 관심사를 가져오고 요점은 공통점을 발견하도록 노력하는 것”이라고 말했다.

그러나 정착문제에 있어서는 거의 공통점이 없다. 그 논쟁은 애나폴리스의 목표, 즉 올해 말까지 결정적인 평화협상을 성취하는 것이 얼마나 어려운 것인가를 분명히 나타낸다.

Pakistan, Afghanistan Governments Pledge Enhanced Cooperation
파키스탄, 아프가니스탄 정부들은 협력 강화를 약속하다.

Pakistan and Afghanistan have pledged to enhance cooperation between their spy agencies and tighten border controls in an effort to curb militant activities on both sides of the border. From the Pakistani capital, Ayaz Gul reports President Pervez Musharraf and his Afghan counterpart Hamid Karzai made the pledge at a meeting in Islamabad.

President Karzai arrived in Islamabad on a two-day official visit and held wide-ranging talks with his Pakistani counterpart Pervez Musaharraf. Speaking at a joint news conference after the meeting, both leaders described their talks "excellent" and "productive".

President Musharraf says that the discussions mainly focused on how to increase anti-terror cooperation because terrorism, as he put it, is destroying both the countries. He says that in order to meet the menace of terrorism both Pakistan and Afghanistan need to boost intelligence sharing.

"People of both the countries are suffering at the hands of these extremists terrorists," he said. "To meet this challenge and threat we discussed how we could cooperate on the intelligence side. The two intelligence agencies on both sides must cooperate more strongly if we are to deal with terrorists and extremists more effectively. That is the key."

The Pakistani leader says that in his talks with the Afghan president he also underlined the importance of tightening border controls to discourage militant activity on both sides of their common border.

Both leaders are considered vital U.S allies in the war against terrorism and have met at a time when pro-Taliban and al-Qaida militants have increased attacks especially in Pakistan, a fact President Karzai acknowledged at the Wednesday's news conference.

"There is reduced [militant] activity on the Afghan side as unfortunately there is an increased [militant] activity on the Pakistani side," he said. "We have recognized that there is a problem that we are both facing, what are the roots of these problems what are the sources and backups of these militant groups in both the countries. That is something we have discussed."

Suicide bombers have frequently struck in both the countries. But officials say that in the past year alone more than 50 suicide bomb attacks killed more than 600 people in Pakistan.

Afghan leaders in the past repeatedly alleged that Taliban militants are using bases inside Pakistani border regions for attacks in Afghanistan.

But observers say that at an August meeting in Kabul, officials, politicians, scholars, intellectuals and civil society representatives from both countries toned down the rhetoric.

오늘은 재미있는 기사가 있어서 빨리 올려봅니다.
펜타콘에서 산타클로스를 추적하고 있다는 내용임. 제목이 좀 그렇겠지만 사실임.
북미방공사령부 레이더를 이용해서 지리정보 같은 것 보여주는 것 같음.

President Bush is spending Christmas Eve at the Camp David presidential retreat this year and most of the U.S. government has been given the day off. But one special branch of the Defense Department has been working overtime this holiday season so children around the world can follow one of the most endearing Christmas legends of all time. As VOA's Kyle King reports from Washington, Santa Claus is being tracked on radar.

For more than 15 centuries, the legend of Santa Claus has fascinated children the world over. And the Internet has now made it easier than ever to follow the progress of the jolly old man as he takes off from the North Pole on Christmas Eve and makes his rounds, delivering gifts to boys and girls.

The North American Aerospace Defense Command, which normally uses its sophisticated radars to track missiles, has been helping to track Santa's progress every year since 1955. Now, it has one of the most popular seasonal Web sites on the Internet, NORADSANTA.ORG.

A simple click on any region of the map gives a quick update on what is described as "Santa's progress," complete with geographical information about the places he visits.

Millions of Internet users have been logging onto the Web site to see the special program, which is made possible through private donations and Defense Department volunteers.

Updates to the site are made every five minutes and the so-called "NORAD Tracks Santa" program has German, Spanish, French, Italian, Japanese and English links.

As the Web site points out, the legendary trip is getting longer every year because of a world population that is now grown to more than 6.5 billion people. And millions of them will be tracking Santa's progress again this year.

맵의 어느 지역에서나 간단한 클릭만하면 그가 방문하는 장소에 대한 지리학적 정보를 완벽하게 갖춘 “산타의 이동”으로 묘사되는 것에 대한 빠른 업데이트가 가능하다.

수백만명의 인터넷 이용자들이 그 웹사이트에 그 특별한 프로그램을 보기 위해 로깅하고 있는데, 이 프로그램은 사적인 기부와 국방부 자원자들 덕분에 가능하게 되었다.

그 사이트에 대한 업데이트는 매 5분마다 이루어지며 소위 NORAD Track Santa 프로그램은
독일, 스페인, 프랑스, 이탈리아, 일본 그리고 영어 링크를 가지고 있다.

웹사이트에 따르면, 그 전설적인 여행은 매년 길어지고 이유는 현재 65억 명이 넘는 세계의 인구 때문이라고 한다. 그리고 그들 중의 수백만 명이 올해에도 역시 산타 프로그램을 추적할 것이다.

President Bush has praised U.S. troops this Christmas season. VOA's Sean Maroney reports from Washington.

In his weekly radio address, President Bush thanked U.S. troops serving in Iraq and Afghanistan and their families for their sacrifices. "This Christmas, many will sit down for dinner thinking of their loved ones half a world away. These families deserve the thanks and the prayers of our whole nation," he said.

The president also gave special thanks to military families who work in various ways to support the troops, even after losing loved ones.

In the Democrats' radio address, Senate Majority Leader Harry Reid expressed frustration at where he says the United States is headed. "We took steps to secure our country from terrorism, but bin Laden remains free, al-Qaida is growing stronger and the president's focus on Iraq has allowed conditions in Afghanistan to deteriorate," he said.

U.S., NATO and Afghan forces have faced a dramatic spike in Taliban attacks in Afghanistan during the past two years. But on the war in Iraq, U.S. officials say American combat brigades could be reduced by half, if current security gains allow for the drawdown to continue at its current pace.

오늘은 긴장이 증대되고 있는 팔레스타인 지역에서의 하마스가 이스라엘에게 휴전을 제안했다는 내용인데 이스라엘은 콧방귀도 안뀌고 모든 걸 끝내겠다고 의지를 보이고 있군요.

The Islamic militant group Hamas, which rules the Gaza Strip, is seeking a cease-fire with Israel. But Israel has rejected the offer, as we hear from Robert Berger at the VOA bureau in Jerusalem.

Israel Radio says Hamas is drafting terms for a truce and trying to get other Palestinian factions to halt rocket attacks on Israel. Hamas did not comment on the report, but it first offered a truce earlier this week after Israeli air strikes killed 13 Palestinian militants, including two top commanders of the Islamic Jihad group.

Israel says Hamas is only seeking a cease-fire, because it is taking a beating from the army.

"Hamas is a hostile entity, so we are not going to relate to any of Hamas' proposals," said Defense Ministry official David Hacham.

Rocket attacks on Israeli border communities have escalated since Hamas routed the Fatah forces of Western-backed Palestinian President Mahmoud Abbas from Gaza six months ago.  In response, Israel has tightened crippling economic sanctions on Gaza, and, recently, it has stepped up air raids and ground incursions.

Hacham says the truce offer is too little, too late.

"Israel will not suffer these terrorist actions," he said.  "And, I think, we are going to see in the future more military operations, in order to put an end to this phenomenon from the Palestinian side."

Even if Hamas wants a truce, it may have a hard time bringing other militant factions on board. The Islamic Jihad, which has been hit hard in the recent fighting, said it is not time for a cease-fire, but rather, for revenge.

6개월 전 가자에서 서방의 지원을 받는 마흐무라 바스 팔레스타인 대통령의 파타군을 몰아낸 이후 이스라엘 국경지대 집단들에 대한 로켓 공격이 단계적으로 확대되었다. 이에 대한 대응으로 이스라엘은 가자에 대한 강력한 경제적 제재를 강화해왔고 최근에 공습과 지상군 침투가 증대되어왔다.

하함은 그 휴전 제안이 너무 기대에 못 미치고, 너무 늦었다고 말한다.

”이스라엘은 이러한 테러리스트들의 행동을 참지 않을 것이다”라고 그는 말한다.
”그리고, 내가 생각하기에 우리는 팔레스타 지역의 이러한 사건들을 끝내기 위해서 장차 추가적인 군사행동을 보여줄 예정이다.”

비록 하마스가 휴전을 원하지만 다른 군사 파벌들을 위원회로 데려오는 데 홍역을 치를지도 모른다. 최근 전투에서 심각한 타격을 입은 이슬람 지하드는 휴전을 할 때가 아니고 오히려 복수를 할 때라고 말했다.

오늘은 일본의 고래사냥에 대한 얘기입니다. 루스 베네딕트가 그의 저서 “국화와 칼”에서 얘기했던 일본의 겉과 속이 다른 일면을 약간 볼 수 있는 내용입니다.

Japan Backs Down from Hunting Humpbacks

Japan has backed down from a highly controversial plan to hunt endangered humpback whales off Antarctica, after fierce criticism by Australia. The Japanese whaling fleet, however, still plans to hunt almost 1,000 whales this season. VOA's Heda Bayron reports from our Asia News Center in Hong Kong.

Japan's decision Friday will save 50 humpback whales that Japanese whalers had planned to catch and kill in Antarctic waters.

Environmental group Greenpeace welcomed the decision, but the Japanese whaling fleet is still planning to catch around a 1,000 minke and fin whales - its largest catch ever - for what the government calls "scientific research."

Japan has been under pressure from conservation groups, the United States, Australia and New Zealand not to hunt humpback whales - which are considered near extinction.

Australia increased that pressure Wednesday when it announced it would send a ship and planes to track the Japanese fleet and gather evidence that could be used to mount a legal challenge to Japanese whaling.

Greenpeace Australia's chief Steve Shallhorn, says it was Australia's firm stand that forced Tokyo's turnaround.

"I think there's little doubt the Australian intervention has caused Tokyo to change its mind," he said. "I think the Japanese government found that they could not defend the killing of humpback whales, which are listed under appendix A of the CITES convention, which is the international trade on endangered species convention."

A Japanese government spokesman says Friday's decision was made after talks with the International Whaling Commission, which is currently chaired by the United States.

The spokesman says he hopes his government's decision will lead to better ties with Australia.

Although Tokyo vigorously defends the whale hunt as scientific research, whale meat - a delicacy in Japan - ends up in supermarkets. On Wednesday, Australian Foreign Minister Stephen Smith said bluntly that the Japanese hunt was not science, but "the slaughter of whales."

”내가 생각하기에 호주의 개입이 일본의 마음을 바꾸게 했다는 것에 의심의 여지가 없다.”고 그는 말했다. “나는 일본 정부가 CITES 협약, 곧 야생동식물의 국제거래에 관한 협약의 부록 A에 열거된 혹등고래를 죽이는 것을 옹호할 수 없다는 것을 안 것 같다고 생각한다.”

Former Seoul Mayor Wins South Korean Presidency

South Korean officials are confirming an election result that has been expected for weeks. Former Seoul Mayor Lee Myung-bak has apparently won the presidency by about half of the popular vote. VOA's Kurt Achin reports from Seoul.

With more than 90 percent of the popular vote tallied late Wednesday night, South Korean election officials said former Seoul Mayor Lee Myung-bak has about 48 percent of the day's votes.

Campaign officials at the headquarters of Lee Myung-bak's Grand National Party erupted into cheers earlier Wednesday, as national news networks forecasted his landslide victory.

Outgoing President Roh Moo-hyun phoned Lee with a congratulatory message soon after the election's results became clear.

Mr. Lee, a former Seoul mayor and corporate chairman, has promised to cut taxes, double per capita income, and boost South Korea's growth rate from the current four percent to seven percent. He has also said he will take a more "businesslike" approach toward South Korean aid and investment in North Korea.

Lee told supporters at his party's headquarters he would serve the Korean people humbly, and follow their strongest wish: to revive the country's economic from what he describes as a state of turmoil.

That economically focused message has proven extremely popular among South Koreans, who blame outgoing President Roh Moo-hyun for stalling growth and business activity. Average voters say supporting Lee is all about improving economic opportunity.

Ji Seung-yong, a taxi driver in his 40s, says he supported Lee because he saw "no other option" for reviving the economy.

Lee's closest challenger, United New Democrat Party candidate Chung Dong-young, received about 27 percent of the popular vote. Independent candidate Lee Hoi-chang garnered about 15 percent.

Lee's double-digit poll leads have persevered through months of allegations he once engaged in fraud and stock manipulation. South Korean prosecutors cleared him last week of formal charges, but lawmakers approved an independent counsel investigation of the matter this week.

경제상에 집중된 저 메시지는 성장 정체와 경제활동에 관련하여 곧 퇴임할 노무현 대통령을 비난하는 남한 국민들 사이에서 엄청난 인기를 입증한다.

이 당선자를 지지한다고 말한 일반 투표자들은 전적으로 경제적인 기회의 증진이다.

40대로 보이는 한 택시기사인 지승용씨는 그가 경제를 살리는데 다른 대안이 없다고 생각했기에 이 당선자를 지지했다고 말했다.


이 당선자에 가장 근접한 도전자였던 통합민주신당의 후보인 정동영은 총투표수의 약 27%를 받았다. 무소속 후보인 이회창은 약 15%을 받았다.

이 당선자는 그가 한때 주가조작과 사기에 참여했었다는 혐의들로 수 개월 지내며 2자리 수의 여론조사 우세를 관철해왔다.
지난 주 남한 검찰은 기소에 대해서 그가 결백하다고 했지만 이번 주 국회의원들이 그 문제에 대한 특별검사 조사안을 승인했다.

오늘 일자 매일경제신문을 보니까 물론 대통령이 당선된 뉴스가 빅뉴스인 것은 사실이지만
기타 일간신문과 같다는 느낌을 받을 정도로 메인 페이지를 포함하여 여러 장에 걸쳐서
이명박 당선자의 가계, 각계 각층의 견해 등을 기사화했더군요.
제 생각에 약간 지나친 듯한 면이 느껴지더군요.
경제지면 경제지 다워야지요.

기사 중에 곽승준-강만수-황영기(전 우리금융지주 회장)이 경제 핵심브레인이라는 타이틀과 함께 11면을 장식한 모습을 봅니다.
얼마 전 제기된 삼성비자금, 특검이 처리안 된 상태에서 그 문제와 관련이 있다고 구설수에 올랐던 인물이 새 정부의 경제 정책 분야의 핵심브레인으로 나오는 걸 보면
결국 삼성 비자금이나 특검도 경제적 정치적 빅딜에 의해 유야무야되지 않을지도 모른다는
생각이 드는 건 괜한 우려일지도 모르겠습니다.
시간끌다가 국민들 관심이 조금 시들해지면 처리되는 뭐..그런 거 일수 있겠죠..
과거에 많이 그랬으니까, 앞으로는 그러지 않았음 좋겠습니다.
혐의에 대해선 명백히 밝히고 건설적인 방향으로 나가는 초석으로 삼는 것이 좋지 않겠습니다.
지금은 유신체제나 언론통폐합시대처럼 언론이 막히고 정보 공유가 안되는 시대가 아니니까
투표가 끝난 마당에 투표율이 무슨 소용이냐고 말할 수 있겠지만 국회를 포함한 우리나라의 위정자들이 투표참여율이 떨어지는 이유를 잘 생각해 보야하지 않을까요?

그러나 좀 희망적인 것은 위의 보도내용처럼 이명박 대통령 당선자님이 국민들을 위해 겸손하게 봉사하겠다고 약속을 했으니까…
당선자님을 믿어요..

끝으로 떠오르는 영화대사가 있어서 올려봅니다.
공공의 적 2에서 강철중 검사(설경구)가 외국으로 도망가려고 하는 명선 재단 이사장 한상우(정준호)를 잡으러 갔을 때 정준호가 한 멘트가 갑자기 떠오르는군요. ”국민들한테는 프로야구나 틀어주면 돼, 니들은 니들대로 살란 말이야”, ”아직도 모르냐? 돈이 법보다 쎈걸? 쪽팔려하지 마라!  이 나라 공직사회에서 그정도면 할만큼 한거다..”

오늘은 저 멀리 미국 플로리다 바로 밑에 붙어 있는 사회주의 국가 쿠바의 독재자인 피델 카스트로에 대한 기사를 올립니다.
근데 식사들은 하셨습니까?( 한나라당 모의원 패러디 버전 ^-^a;;)

피델 카스트로(Fidel Castro)
쿠바의 대통령이자 국가 평의회 의장이다. 1945년 아바나대 법학부 재학중
학생운동 지도자로 정치에 참여했고 바티스타 독재정권을 타도한 이후
지금까지 사회주의 이념 아래 쿠바를 통지해왔다.
그는 지지자들로부터는 카리스마 있는 지도자이자 바티스타 독재정권으로
부터의 해방자로 반미노선으로 쿠바의 자주노선을 실천한 지도자로 추앙받고 있지만 반대자들에게는 자신에 방해되는 사람들은 숙청을 단행하는 등
그로 인해 인권침해 논란이 일고 있으며 독재자로 불리고 있다.

Castro Hints at Retiring from Cuban Leadership
카스트로는 쿠바 지도자 직위 사임을 넌지시 알렸다.

Ailing Cuban leader Fidel Castro said in a letter read on national television he does not want to stay in power forever, suggesting he may retire from leadership. In Miami, VOA's Brian Wagner reports the comments were made ahead of nationwide elections that begin next month.

Cuban state television broadcast the comments from the 81-year-old Cuban leader, who has not been seen in public since undergoing intestinal surgery in July 2006. A presenter read the letter, which Mr. Castro devoted mostly to the Bali summit on global warming.

He also said his duty is not to hold on to positions or block the path of younger people, but to share the experiences and ideas from his life.

Mr. Castro handed power to his brother, Raul, 16 months ago, and since then has written a series of essays and letters, including some where he says his physical recovery has been a difficult process. Officially, he remains head of Cuba's government.

Mr. Castro has been nominated to stand for re-election to the National Assembly in next month's election. Only as a member of the assembly he would be eligible to serve on the Council of State and as its president.

공식적으로, 그는 쿠바 정부의 의장으로 남아있다.

카스트로는 다음달 선거에서 인민의회에 재선을 위해 후보로 지명되었다.
단지 인민의회의 한 구성원으로써 그는 국가 위원회와 그 위원회의 의장으로 일하게 될 것이다.


세계에서 가장 장기 집권하는 지도자들 중의 한 사람인 피델 카스트로는 1959년 통치자가 된 이래로 그 역할을 맡아왔다.

요사이 날씨가 좀 번덕스러운 것 같은데 감기 조심하세요.
어제 일자 세계 보건 기구(WHO)에서 조류 독감 감시 강화하라는
촉구 메시지를 보냈나 봅니다.

이와 관련된 기사를 선택했습니다. 제가 조류 독감에 대해서는 잘 모르니까 용어상의 정확한 의미 전달은 솔직히 어렵다는 것을 말씀드리고
하지만 문맥으로 이해를 하시면 크게 벗어나지는 않았다고 생각하며

Health Officials Call for Increase in Bird Flu Surveillance
보건 당국의 조류 독감 감시 강화 요청

Experts with the World Health Organization are urging countries to step up surveillance of bird flu outbreaks in poultry. The announcement follows Pakistan's first human bird flu fatality and Burma's first reported human case of bird flu. As Naomi Martig reports from VOA's Asia News Center in Hong Kong, concern is also growing that as colder weather sweeps through much of the northern hemisphere, so will cases of the potentially deadly virus.

The World Health Organization says the bird flu virus is likely to become more prevalent in the coming months, because just as people are prone to sickness in cold weather, so are birds.

Malik Peiris teaches microbiology at Hong Kong University. He was part of a team that in 2003 provided the first genetic map of the bird flu virus and its mutations. He says more temperate parts of the world will see increased transmission of the virus.

"And the reason for this may be the fact that the virus seems to survive for a long period of time in the cooler temperature, especially when it is moist and wet," Peiris said.

Bird flu has killed more than 200 people, mostly in Asia, since 2003. The two countries with the greatest number of human cases are Indonesia and Vietnam.

Hans Troedssan, spokesman for the World Health Organization's Beijing office, says the WHO is urging health workers to be alert, including those in countries where there have been few cases of bird flu.

"There is risk which we have seen in come countries, the risk of complacency particularly among the public and thinking that there is no danger anymore," Troedssan said.

Japan, Malaysia and Vietnam are among the countries that have been praised for efficiently dealing with bird flu outbreaks in poultry. But Troedssan warns that complacency is greatest in countries that have had the most success containing the virus.

The majority of people infected by bird flu contracted the virus from sick poultry. But there have been cases of human transmission. Peiris says experts are concerned the virus could mutate into a form easily passed between people.

"The most worrying thing is that if the virus does adapt to human transmission and causes a pandemic, the severity of human disease could be catastrophic," Peiris said. "It could be much worse even than the 1918 pandemic. And I think that is why we have to take it seriously."

The World Health Organization has sent medical teams to Pakistan to investigate the possibility of human-to-human transmission in the country's first human cases of bird flu. At least five of the eight people infected are from the same family.

마익 퍼리스는 홍콩대학에서 미생물학을 가르친다. 그는 2003년에 조류독감 바이러스와 그 돌연변이에 대한 첫 번째 유전자 지도를 제공한 팀의 일원이었다.
그는 세계의 온대성 기후의 지역들에서 불어난 조류독감 바이러스를 보게 될 것이라고 말한다.


”그 이유는 아마도 조류독감 바이러스가 보다 낮은 온도에서 오랜 시간 동안 살아남아있는 것처럼 보이기 때문일지도 모르며, 특히 촉촉하고 습기있을 때 더욱 그렇다”고 퍼리스는 말했다.


2003년 이후 조류독감은 200명이 넘는 사람들을 죽게 했는데 대부분이 아시아에서였다. 가장 많은 수의 감염자(대상자)를 가진 두 나라는 인도네시아와 베트남이다.


세계보건기구의 베이징 사무소 대변인인 한스 트로센은 세계 보건 기구는 조류 독감이 거의 발생하지 않은 나라들의 의료 종사자들을 포함하여 의료 종사자들이 경계하도록 촉구하고 있다.


”우리는 발생했던 나라 안에서 위험을 보았고, 특히 대중들 사이에서 자기만족(낙관)의 위험과 더이상 위험은 없다는 생각이었다” 트로센이 말했다.


일본, 말레이시아, 그리고 베트남은 가금류에서 조류 독감일 발생한 것을 효과적으로 처리한 것에 아낌없는 칭찬을 받았던 나라들 중에 속해 있다. 그러나 트로센은 자기만족(낙관)이 조류독감 바이러스을 가장 성공적으로 가지고 있었던 나라들에서 두드러지고 있다고 경고한다.


대부분의 사람들은 병든 가금류로부터 바이러스와 결함된 조류독감에 감염되었다. 그러나 사람에 의한 전염 케이스들도 있다. 퍼리스는 말하길 전문가들은 그 바이러스가 사람들 사이에 쉽게 전달될 수 있는 형태로 변형될 수도 있다는 것을 우려하고 있다.

”가장 우려되는 점은 만일 그 바이러스 인간 전염에 적응하는 것인지와 이로 인해 전세계적인 전염병을 야기하게 될지의 여부인데, 그 인류질병의 극심함은 대재앙이 될 것 수도 있다” 퍼리스는 말했다.
”1918년의 대재앙보다도 더 나쁠 수 있으며 내가 생각하기에 이 점 우리가 이것을 심각하게 받아들이는 이유라고 말했다.”


세계 보건기구는 그 나라에서 조류독감의 첫 번째 인간 케이스인 인간 대 인간 전염 가능성을 조사하기 위해서 의료팀을 파키스탄에 보냈다.
적어도 8명 중에 5명은 가족으로부터 전염되었다.
