Bush and Putin Meet, No Agreement Expected On Missile Defense

U.S. President George W. Bush is in Russia for his last summit with President Vladimir Putin before the Russian presidency passes to a new leader next month. VOA's Paula Wolfson reports White House officials say there will be some general statement on future relations between the two countries, but no deal on missile defense.

The White House says there is more work to be done before the two sides can reach agreement on U.S. plans to put a missile defense system in central Europe.

Spokeswoman Dana Perino says discussions on the matter between top U.S. and Russian diplomats are still in the early stages. She says the dialogue is moving in the right direction, and this summit should result in further progress.

Perino spoke to reporters aboard Air Force One as the president's plane made its way from Croatia to the Russian Black Sea resort of Sochi. She said that while a deal on missile defense is still a ways off, the two leaders are planning to produce what she called a strategic framework. She described it as a list of ideas for their successors on the future of relations between their two countries. She said the goal is a smooth transition that will enable cooperation to continue in key areas.

Missile defense is just one of the issues that needs to be resolved, with the Russians arguing the plan will set off a new arms race. Russia is also vehemently opposed to the eastward expansion of NATO to Ukraine and Georgia.

But these differences seemed to be pushed aside as the two leaders and their wives met for a social evening in Sochi - the site of the 2014 Winter Olympics.

Before sitting down to dinner at the Russian president's official retreat, they got a briefing on plans for the games.

There was no mention - at least in public - of the just ended NATO summit. But earlier in the day, Mr. Bush reaffirmed his views on expanding the alliance in a speech in the Croatian capital, Zagreb. He said the alliance is open to all countries in the region. "With the changes underway in this region, Europe stands on the threshold of a new and hopeful history. The ancient and costly rivalries that led to two world wars have fallen away. We've seen the burning desire for freedom melt even the Iron Curtain," he said.

Mr. Bush spoke in a square that has been the center of political life in Croatia for hundreds of years - in good times and bad. "The great church in this square has stood since the Middle Ages. Over the centuries it has seen long dark winters of occupation and tyranny and war. But the spring is here at last," he said.

Croatia was one of three Balkan countries deemed by NATO leaders to meet the criteria for membership. Two - Croatia and Albania - are beginning the admission process immediately. The third - Macedonia - must wait until it settles a name dispute with its neighbor, Greece.

Leaders of all three countries were on hand in Zagreb for the celebration. As they looked on, President Bush made a vow. "Henceforth, should any danger threaten your people, America and the NATO alliance will stand with you. And no one will be able to take your freedom away," he said.

He noted that Croatia, Albania and Macedonia have all deployed troops to Afghanistan, and Macedonian and Albanian forces have served in Iraq. He said as countries that have experienced life under repression, they are serving as an example to others.

President Bush met at the White House with the King of Bahrain to discuss Mideast security and the war in Iraq.  VOA White House Correspondent Scott Stearns has the story.

President Bush thanked the King of Bahrain for sending an ambassador back to Baghdad after the kingdom's top diplomat there was wounded in an apparent kidnapping attempt three years ago.

"It is a very strong move that indicates a willingness to lead as well as a willingness to send a signal that a young democracy like Iraq is beginning to make progress, that it is important for the neighborhood to recognize that progress," he said.

The two leaders spoke to reporters before lunch in the White House residence.  King Hamad said security is most important to regional development and prosperity.

"Iraq is an Arab state.  Iraq is a founder of the Arab League.  So it deserves all of the support it can get from other brother Arabs," he said.

King Hamad said Bahrain and the United States share a common goal of fighting terrorism and extremism.
The two men discussed joint security operations in the region.

The king met Monday with U.S. Defense Secretary Robert Gates to discuss increasing joint security exercises in the Persian Gulf.  Bahrain is the headquarters of the U.S. Fifth Fleet.

Also Monday the two countries signed an agreement pledging civilian atomic-energy cooperation.  The State Department said Bahrain agreed to forgo sensitive fuel-cycle technologies and to rely on world markets for nuclear fuel.

하마드 국왕은 바레인과 미국은 테러리즘과 과격주의와의 싸움에 있어 공동 목표를 분담할 것이라고 말했다.  두 정상은 그 지역에서 연합 안보 활동을 의논했다.

하마드 국왕은 월요일 페르시아만에서의 연합 안보 훈련 증가를 의논하기 위해 미국방장관인 롸벗 게이츠를 만났다. 바레인에는 미 5함대 사령부들이 있다.

또한 월요일 두 나라는 비군사적 원자력 협력하는 표시로 협정에 서명했다.  미국무부는 바레인이 민감한 연료사이클 기술들을 보유하는 것을 중지하고 핵연료를 해외시장에 의존하는데 동의했다고 말했다.

NATO Secretary General Jaap de Hoop Scheffer says the trans-Atlantic alliance is winning the war in Afghanistan and is a force for peace in an independent Kosovo. VOA White House Correspondent Scott Stearns reports, the NATO leader met with President Bush Friday for talks ahead of April's NATO summit in Romania.

Speaking to reporters after the meeting, President Bush said the United States is committed to the NATO mission in Afghanistan.
"We are committed to a comprehensive strategy that helps folks in Afghanistan realize security at the same time economic prosperity and political progress."

While all 26 NATO members have troops in Afghanistan, some have limited their deployments to safer areas where combat with Taliban fighters is less likely.
The United States wants more NATO troops from more member states on the frontlines.

De Hoop Scheffer said the alliance has a long-term commitment to Afghanistan.
"We are there for the long haul. We are there to support President Karzai and the Afghan people," he said. "But we are also there because we are fighting terrorism, and we cannot afford to lose. We will not lose. We are not losing. We are prevailing."
The status of that fight and the deployment of member troops will be a major topic at April's NATO summit in Bucharest.

The two leaders discussed the summit agenda which will also include U.S. plans for a missile defense system in Europe and a vote on expanding the alliance to include Croatia, Albania, and Macedonia.

President Bush said he appreciates NATO's role in helping stabilize the Balkans, where NATO air strikes stopped Belgrade's crackdown on ethnic Albanian separatists in 1999 and drove Serbian security forces from Kosovo.

Serbia opposes Kosovo's declaration of independence earlier this month, saying it violates terms of a United Nations mandate that has administered the province for the last nine years.

The United States has recognized the newly independent Kosovo and President Bush has commended Kosovo's leaders for vowing to protect the rights of both the majority Albanians and minority Serbs.
De Hoop Scheffer said NATO forces in Kosovo are there to protect all Kosovars - Albanians and Serbs.

The NATO summit in Romania runs from April 2 - 4.

공화당,민주당 양당의 대통령 후보를 뽑는 방식으로는 Primary(예비선거)와 Caucus(당원대회)로 나누어진다.

Primary(예비선거)는 주정부가 주관해 당원뿐만 아니라 신청한 일반 유권자들이 다른 행사없지 단지 투표만 하는 형태
Caucus(당원대회)는 각 당이 주관해 당원들을 한 곳에 모아 후보의 연설을 듣고 투표를 하는 형태이다.

Bush Hopes to Advance Peace Effort in Next Week's
Mideast Trip
부시 대통령은 다음주 중동순방에서 평화 노력이 진전이 있길 희망하다.

President Bush travels to the Middle East in the coming week in hopes of urging U.S. allies in the region to support Israeli-Palestinian peace talks. VOA White House Correspondent Scott Stearns has the story.

The president's first stop is Israel where he says he will encourage Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas to move forward with peace talks they began in November in the United States.

"This is difficult work. It will require tough decisions on complex questions. But I am optimistic about the prospects. And I will make clear that America is deeply committed to helping both parties realize the historic vision we share: two democratic states, Israel and Palestine, living side by side in peace and security," said Mr. Bush.

After Israel, the president visits Kuwait, Bahrain, the United Arab Emirates, Saudi Arabia, and Egypt. In his weekly radio address, he says he will urge regional leaders to support Israeli-Palestinian talks and will consult with them on the war against extremists.

The president says America will stay engaged in the region because societies growing in tolerance and hope are less likely to become sources of radicalism and violence.

"We will support democrats and reformers from Beirut and Baghdad to Damascus and Tehran," said Mr. Bush. "We will stand with all those working to build a future of liberty and justice and peace."

Analysts and activists in some Middle Eastern countries allied with the United States say 2007 was marked by governments backtracking from steps toward democracy.

During his trip, President Bush will meet with U.S. officials from Iraq for an update on the fighting there.

Public opinion polls say a majority of Americans believe the president's decision to invade Iraq was a mistake. And the deployment of more than 100,000 U.S. troops there is a major issue in this year's presidential campaign.

In the Democratic radio address, party chairman Howard Dean urged American voters to put an end to seven years of Republican rule.

"The Republican candidates stand for the past. They support the president's war in Iraq, the president's veto of children's health care, and they support an endless charge-card mentality, which our children and grandchildren will pay the bill for. The Democrats stand for the future of our country, and the message this November will be clear. If you want to get out of Iraq and refocus America's priority to really fight terrorism, vote for a Democrat for president," said Dean.

In this week's first presidential caucus, more than twice as many Democrats turned out as Republicans. Dean says that shows Americans do not want another Bush term. That cannot happen anyway as the constitution prevents the president from seeking a third term.

미국과 동맹관계에 있는 일부 중동국가들의 분석가들과 행동주의자들은 2007년은 민주주의로 향하는 발걸음으로부터 정부들의 후퇴가 특징이었다고 말한다.

이번 주 첫 당원대회에서 공화당원에 비해서 민주당원이 2배 가량 더 많은 사람들이 모여들었다. 딘은 국민들은 또 하나의 부시 임기를 원하지 않는다는 것을 보여주는 것이라고 말한다. 대통령의 세 번째 임기를 하지 못하도록 하는 제도처럼 결국 그것은 일어날 수 없다고 말한다.

어느 나라 건 실업문제는 국가 경영에 있어 뜨거운 화두가 아닌가 싶습니다.
실업정책을 어떻게 처리하느냐에 따라 나라의 경제나 명운이 좌우되는 수준이니까요.물론 교육 정책도 중요하지만요.

참고로 전문 교사 과정을 대학교 때 마쳤던 한 사람으로써 우리나라 교육에 대해서 말한다면 "교육은 백년 대계"라는 말이 무색할 정도로 "교육은 수년 대계" 수준으로 전락하고 있음을 보며 안타까움을 금할 수 없습니다.

US Unemployment Hits Two-Year High
미국 실업률이 2년 동안 상승하다.

Unemployment in the United States rose sharply last month and government figures released late Friday show the number of new jobs was at its lowest level in four years. As VOA White House Correspondent Scott Stearns reports, President Bush is considering more tax cuts in an effort to boost the nation's sagging economy.

American unemployment rose to five percent last month, the highest rate since 2005. And new employment statistics released Friday show the U.S. economy added only 18,000 new jobs in December, far fewer than most economists expected.

Following a meeting with his top financial advisers, President Bush said that while the Friday jobs report shows some uncertainty, the U.S. economy remains strong.

"This economy of ours is on a solid foundation, but we can't take economic growth for granted, and there are signs that will cause us to be ever more diligent and make sure good policies come out of Washington," he said.

The president says consumer spending is still strong and core inflation is low, but home values are declining and gasoline and food prices are rising.

Mr. Bush warned opposition Democrats in Congress against raising taxes, saying that is the worst thing lawmakers could do. But he did urge them to pass legislation that could help more Americans refinance their homes.

"When Congress comes back, I look forward to working with them to deal with the economic realities of the moment and to ensure the American people that we will do everything we can to make sure we remain a prosperous country," he added.

The ongoing financial crisis over adjustable-rate mortgages continues to affect the overall economy and not just home sales. There has been a cut in jobs in the building industry and the Labor Department report also shows a drop in factory jobs.

President Bush is considering an economic stimulus package that could include more tax cuts. In a Thursday interview with the Reuters news service, Mr. Bush said he and his economic team are considering all their options and he probably will not decide whether to act until his State of the Union address later this month.

Democratic Senator Charles Schumer is urging the president to take action to avoid what the lawmaker says could be the economy tumbling into recession.

목요일에 있은 로이터 통신과의 인터뷰에서 부시 대통령은 그와 그의 경제팀은 모든 가능한 선택들 고려 중이고 그는 아마도 이번 달 후반에 있는 연두교서까지는 어떻게 할지 결정하지 않을 것이라고 말했다.

펜타콘에서 산타클로스를 추적하고 있다는 내용임. 제목이 좀 그렇겠지만 사실임.
북미방공사령부 레이더를 이용해서 지리정보 같은 것 보여주는 것 같음.
물론 직,간접적으로 구글 어스(Earth)와 연관되어 있군요.

President Bush is spending Christmas Eve at the Camp David presidential retreat this year and most of the U.S. government has been given the day off. But one special branch of the Defense Department has been working overtime this holiday season so children around the world can follow one of the most endearing Christmas legends of all time. As VOA's Kyle King reports from Washington, Santa Claus is being tracked on radar.

For more than 15 centuries, the legend of Santa Claus has fascinated children the world over. And the Internet has now made it easier than ever to follow the progress of the jolly old man as he takes off from the North Pole on Christmas Eve and makes his rounds, delivering gifts to boys and girls.

The North American Aerospace Defense Command, which normally uses its sophisticated radars to track missiles, has been helping to track Santa's progress every year since 1955. Now, it has one of the most popular seasonal Web sites on the Internet, NORADSANTA.ORG.

A simple click on any region of the map gives a quick update on what is described as "Santa's progress," complete with geographical information about the places he visits.

Millions of Internet users have been logging onto the Web site to see the special program, which is made possible through private donations and Defense Department volunteers.

Updates to the site are made every five minutes and the so-called "NORAD Tracks Santa" program has German, Spanish, French, Italian, Japanese and English links.

As the Web site points out, the legendary trip is getting longer every year because of a world population that is now grown to more than 6.5 billion people. And millions of them will be tracking Santa's progress again this year.

President Bush has praised U.S. troops this Christmas season. VOA's Sean Maroney reports from Washington.

In his weekly radio address, President Bush thanked U.S. troops serving in Iraq and Afghanistan and their families for their sacrifices. "This Christmas, many will sit down for dinner thinking of their loved ones half a world away. These families deserve the thanks and the prayers of our whole nation," he said.

The president also gave special thanks to military families who work in various ways to support the troops, even after losing loved ones.

In the Democrats' radio address, Senate Majority Leader Harry Reid expressed frustration at where he says the United States is headed. "We took steps to secure our country from terrorism, but bin Laden remains free, al-Qaida is growing stronger and the president's focus on Iraq has allowed conditions in Afghanistan to deteriorate," he said.

U.S., NATO and Afghan forces have faced a dramatic spike in Taliban attacks in Afghanistan during the past two years. But on the war in Iraq, U.S. officials say American combat brigades could be reduced by half, if current security gains allow for the drawdown to continue at its current pace.

영어청취 - 미국 폐루 자유무역협정

얼마 전 우리나라와 미국 간 한미 자유무역협정(FTA : Free Trade Agreement)이우여 곡절 끝에 체결되었지만 상당한 시일이 지났음에도 불구하고 국회에서 논의조차 되지 않고 있는 상황입니다.

물론 대통령 선거 때문에도 그렇겠지만 개인적으로 무역업무를 몇 년간 해봐서 느끼는 거지만 FTA에 협의 조항에 따라서 울고 웃는 사람들이 나눠지게 되지요.
체결 전에는 몰랐지만 체결되면 몇 퍼센트에서 많게는 수십 퍼센트에 이르는 관세가 아예 없어지거나 단계적으로 감소하는 현상들이 발생하게 될테니까
물론 적용 안되는 분야도 있겠지만요..후움...
그에 따라서 관련된 품목을 수입하거나 수출하는 사람은 희비가 엇갈리겠죠.
또한 관련된 국내 산업계도 영향을 직간접적으로 받게 되니
그 파장이 엄청날 수 밖에 없겠지요.

인생사가 다 그렇겠지만.. 트레이드 오프(Trade-Off) 관계인 것 같습니다.
즉 얻는 게 있으면 반드시 잃는 게 있다는 말이죠..

서론이 길었군요. 미국과 페루간 맺은 자유무역협정 관련 메시지를 들어볼까요?
요즘 베네수엘라의 차베스 대통령이 주축이 된 남미지역의 새로운 경제권이나 정치적인 역량을 강화하기 위해서 일련의 움직임에 위기의식을 느꼈는지
공화당 출신 대통령인 부시가 민주당이 잡고 있는 의회한테 미국- 페루 간 자유무역협정에 대해 압도적인 표차이로 가결받고 말하길
기타 파나마나 콜롬비아와의 협정을 의회가 빨리 승인하라고 다구치는 모습이 조금 등장하네요..
말미에는 우리나라와 맺은 것도 얼른 승인하라고..ㅋㅋ

US, Peru Sign Free Trade Agreement
미국과 페루 자유무역협정에 서명

U.S. President George Bush and Peruvian President Alan Garcia have signed a free trade agreement between their countries.
VOA White House Correspondent Scott Stearns reports, trade between the United States and Peru has more than doubled over the past three years to nearly $9 billion.

President Bush says the agreement creates new opportunities for both Americans and Peruvians.

"Opening up markets to U.S. goods and services with help the Peruvian consumer," he said. "By removing barriers to U.S. services and investment, the agreement will help create a secure, predictable legal framework that will help attract U.S. investors."

The deal eliminates duties on 80 percent of U.S. industrial and commercial goods sold in Peru as well as tariffs on more than two-thirds of U.S. agricultural products.

Mr. Bush says it locks in access for Peruvian businesses to the world's largest market and will benefit Peruvian consumers with more choices and lower prices.

Getting the deal through Congress is the result of an arrangement with the White House earlier this year to include enforceable labor and environmental protections in free trade agreements.

President Bush says that approach is working. He wants Congress to approve pending deals with Colombia and Panama to show Washington is serious about expanding hemispheric trade when American influence is being challenged by Venezuela and Argentina.

"Those who espouse the language of false populism will use failure of these trade agreements as a way of showing America isn't committed to our friends in the hemisphere," he said. "It is vital that Congress send a strong message that the United States of America is committed to advancing freedom and prosperity in our neighborhood and approve these agreements with strong bipartisan majorities."

President Garcia called it a great day for democracy and social justice and a bad day for authoritarianism and those who he says are against democracy and free trade.

"This is a crucial opportunity to consolidate hemispheric relations," he said. "The ties between the U.S. and Latin America have been plagued by misunderstandings, but they are also full of great prospects for reaching democracy and consensus."

President Bush also used the signing ceremony to call on Congress to approve a free trade agreement with South Korea.

부시 대통령은 이번 협정으로 인해 미국인과 페루인 모두에게 새로운 기회를 창출하게 될 것이라고 말한다.

”미국 상품과 서비스에 대한 시장개방은 페루 소비자들에게 도움을 줄 것이다” 그는 말했다.
”미국 서비스와 투자에 대한 장벽을 제거함으로써 그 협정은 안전하고 예측가능한 합법적인 체제, 미국 투자자들을 유인할 수 있는, 만드는데 도움을 줄 것이다.”

이 협정은 페루에서 팔리는 미국의 공산품의 80%에 물리고 있는 관세와 미국 농산품들의 2/3보다도 많은 미국 농산품들에 붙은 관세를 제거한다.

부시 대통령은 이 협정이 페루 회사들이 세계에서 가장 큰 시장으로 안전하게 접근하도록 자물쇠 역할을 할 것이고 페루 소비자들에게는 보다 많은 선택의 폭과 보다 저렴한 가격 같은 이익을 얻게 될 것이다라고 말한다.

의회의 승인을 얻은 것은 올해 초 자유무역협정에 있어 강제할 수 있는 노동과 환경 보호를 포함하기 위해서 백악관과의 조정의 결과이다.

부시 대통령은 접촉중이라고 말하면서 그는 베네수엘라와 아르헨티나에 의해 미국의 영향력이 도전받고 있을 때 미국(와싱턴)이 반구의 무역 확대에 대해서 진지하다는 것을 보여주기 위해서 의회가 콜롬비아와 파나마와의 미결중인 협정에 대해 승인하기를 원한다.

”잘못된 포퓰리즘 용어를 신봉하는 자들은 그 반구에서 우리의 우방들이 미국을 받아들이지 않는다는 표시의 도구로써 이러한 무역협정의 실패를 이용할 것이다.”라고 그는 말하며 “ 이것은 의회가 아메리카의 미국은 우리의 우방국이 자유와 번영으로 나아가도록 노력하고 있다는 강력한 메시지를 보내야 하고 이 협정에 대해 강력한 초당적인 다수의 지지로 승인해야  할 만큼 중대한 일이다.”라고 말했다.

가르시아 대통령은 민주주의와 사회 정의를 위한 위대한 날이고 민주주의와 자유무역을 반대한다고 말하는 사람들과 독재주의에는 나쁜 날이라고 칭했다.

”이것은 반구적 관계 협력 강화를 위해 대단히 중요한 기회”라고 그는 말했다. "미국과 라틴아메리카 사이의 구속은 잘못된 이해에 의해서 어려움을 겪어 왔지만 그들은 또한 민주주의와 국민적 공감을 얻게 될 기대로 가득차 있다."

부시 대통령은 또한 그 조인식을 남한과의 자유무역협정을 승인하도록 촉구하는데 이용했다.

오늘은 여러분들이 좋아하시는 주식 가격에 직접적인 영향을 미치고 있는 미국의 서브프라임 모기지 관련해서 부시 대통령이 발표한 내용을 올려봅니다.
먼저 모기지(Mortgage)에 대해서 좀 알아보고 시작해 볼까요?
기본 배경지식이 없으면 이해하기가 힘든 것 같아서 찾아봤습니다. 도움이 되시길(^^;;)

 Mortgage n. an agreement which allows you to borrow money from a
                  bank or similar organization, esp. in order to buy a house
                  or apartment or the amount of money itself
사전적인 의미로는 여러분이 은행이나 유사기관으로부터 돈을 빌릴 수 있는 계약, 특히 집을 사거나 아파트를 사거나 단지 돈이 필요할 경우

채무자(Mortgator, Borrower, debtor)가 빌린 돈, 부채를 상환하면 부동산을 되찾을 수 있는 권리(저당권)를 보유하고 부동산을 채권자(Mortgagee, Lender, Creditor)에게 담보로 제공하는 것.
즉 부동산 구입에 필요한 자금을 부채를 상환하면 부동산을 되찾을 수 있는 조건으로 하여 부동산을 담보로 제공하고 금융기관이나 유사기관으로부터 돈을 빌리는 것이라고 말할 수 있다.

흔히 모기지를 얻어 주택을 구입했을 때 그 집이 자신의 소유라고 생각하기 쉽지만, 등기소에 등록된 Registered Owner는 은행과 같은 대출기관이고 자신은 단지 자신이 직접 지불한 DownPayment와 정기적으로 갚아나가는 모기지의 원리금 중의 원금상환금 만큼의 자산(Equity)를 소유하고 해당 부동산을 이용할 수 있는 권리를 소유할 뿐이다.

따라서 세금이나 보험료를 제때 납부하지 않으면 실제 소유주인 대출기관에서 납부 독촉이 들어오는 것이며 거주자는 빌린 융자금을 다 갚아야만이 실제 집주인이 되는 권리(Equity of Redemption)를 갖게 된다.

US Mortgage Bankers Freeze Rates on Some Home Loans

미국 모기지 은행들이 얼마간 주택대출 이자를 동결했다.

The U.S. mortgage industry has agreed to freeze interest rates for some homeowners who had been facing default because of adjustable rate mortgages. VOA White House Correspondent Scott Stearns reports, the Bush administration negotiated the deal in hopes of heading off further turmoil in the U.S. housing sector that has disrupted worldwide financial markets.

With U.S. home foreclosures at an all-time high, President Bush outlined a private sector deal that could help more than one million Americans who have been faced with the prospect of losing their homes next year.

The agreement concerns so-called subprime mortgages that target borrowers with poor credit. Those loans begin with low introductory interest rates and many are soon to re-set bringing sharply higher payments and increasing the odds of default.

"Some lenders made loans that borrowers did not understand, especially in the sub-prime sector. Some borrowers took out loans they knew they could not afford. And to compound the problem, many mortgages are packaged into securities and sold to investors around the world," President Bush said.

Concern about American subprime home loan defaults have spread uncertainty throughout broader financial markets.

The agreement between banking regulators and lenders applies only to homeowners who have been making regular payments at the starter rates but can not make the higher payments. It allows them to refinance with a new private mortgage, move that loan to a government-secured account, or freeze their current rates for up to five years.

President Bush made clear the action is meant to benefit those most at risk not banks that made bad loans.

"We should not bail-out lenders, real estate speculators, or those who made the reckless decision to buy a home they knew they could never afford. Yet there are some responsible homeowners who could avoid foreclosure with some assistance," he said.

White House officials say the Federal Reserve intends to announce further changes later this month. President Bush wants Congress to increase access to government-insured loans by lowering down payment requirements.

이런 대출은 처음에는 낮은 이자율로 시작하여 다수가 곧 재조정되어 급격하게 더 높은 상환을 초래하게 되고 채무불이행 가능성을 증대시킨다.

”몇몇 대출기관들은 특히 서브프라임 분야에서와 같이 차용인이 이해하지 못하는 대출을 해준다.
몇몇 차용인들은 대출을 받았다. 자신들이 감당할 여유가 없음을 알면서도 말이다. 그리고 그 문제들을 혼합하기 위해서 많은 모기지 상품들은 증권으로 포장되고 전세계의 투자자들에게 팔린다”고 부시대통령은 말했다.

미국 서브프라임 주택 대출 채무불이행에 대한 우려로 인해 전세계 금융시장의 불확실성이 확대되어 왔다.

금융당국과 대출기관 사이에 이루어진 협의사항은 처음 이자율로 규칙적으로 상환해오고 있으나 보다 높은 이자율로는 상환이 불가능한 주택소유자들만을 위해 적용된다.
그것은 주택소유자들이 새로운 개인 대출 계약으로 리파이낸싱이 가능하도록하며 대출금을 정부 보호 계정으로 처분하거나 아니면 현재의 이율로 향후 5년 동안 동결하도록 하는 것이다.

부시 대통령은 이번 조치는 위험에 처한 그러한 많은 사람들을 이롭게 하기 위한 것이지  좋지 못한 대출을 해준 은행들을 위한 것이 아님을 분명히 했다.

”우리는 대출기관들, 부동산 투기꾼들, 아니면 자신들이 감당할 여유가 없음을 알면서도 집을 구입하기 위해서 무모한 결정을 내렸던 사람들에 대해서 긴급 지원하지 않아야 한다.
하지만 약간의 지원을 통해서 집에 대한 권리를 잃는 것을 피할 수 있는 상당수의 책임감 있는 주택소유자들이 있다.” 고 그는 말했다.

백악관 관리들은 말하길 나중에 연방준비은행이 이번 달에 그 이상의 변화들에 대해 발표할 예정이라고 한다. 부시대통령은 의회가 상황조건들을 낮춤으로써 정부가 보증하는 대출에 접근이 증가하기를 원한다.
