경제를 되살려야 한다는 국민적 기대를 안고 당선된 이명박 당선자에 대한 내용입니다.

Former Seoul Mayor Wins South Korean Presidency

South Korean officials are confirming an election result that has been expected for weeks. Former Seoul Mayor Lee Myung-bak has apparently won the presidency by about half of the popular vote. VOA's Kurt Achin reports from Seoul.

With more than 90 percent of the popular vote tallied late Wednesday night, South Korean election officials said former Seoul Mayor Lee Myung-bak has about 48 percent of the day's votes.

Campaign officials at the headquarters of Lee Myung-bak's Grand National Party erupted into cheers earlier Wednesday, as national news networks forecasted his landslide victory.

Outgoing President Roh Moo-hyun phoned Lee with a congratulatory message soon after the election's results became clear.

Mr. Lee, a former Seoul mayor and corporate chairman, has promised to cut taxes, double per capita income, and boost South Korea's growth rate from the current four percent to seven percent. He has also said he will take a more "businesslike" approach toward South Korean aid and investment in North Korea.

Lee told supporters at his party's headquarters he would serve the Korean people humbly, and follow their strongest wish: to revive the country's economic from what he describes as a state of turmoil.

That economically focused message has proven extremely popular among South Koreans, who blame outgoing President Roh Moo-hyun for stalling growth and business activity. Average voters say supporting Lee is all about improving economic opportunity.

Ji Seung-yong, a taxi driver in his 40s, says he supported Lee because he saw "no other option" for reviving the economy.

Lee's closest challenger, United New Democrat Party candidate Chung Dong-young, received about 27 percent of the popular vote. Independent candidate Lee Hoi-chang garnered about 15 percent.

Lee's double-digit poll leads have persevered through months of allegations he once engaged in fraud and stock manipulation. South Korean prosecutors cleared him last week of formal charges, but lawmakers approved an independent counsel investigation of the matter this week.

늦은 수요일 밤 90%가 넘는 투표수를 집계와 더불어, 남한 선거 관리 당국은 전직 서울시장이었던 이명박 후보가 총투표수의 약 48%를 얻었다고 말했다. 

이명박의 한나라당 본부에 있는 선거운동 임원들은 국내 뉴스 네트웍들이 그의 압도적인 승리를 예보하자 환호성을 질렀다.

곧 퇴임하는 노무현 대통령은 선거결과가 명백해지자 곧이어 이 당선자에게 전화를 걸어 축하메시지를 전했다.

전직 서울시장이었으며 회사 사장이었던 이 당선자는 세금을 줄이고, 1인당 국민 소득 2배를 실현하고, 현재 4퍼센트인 남한 경제 성장율을 7%로 증가시킬 것을 약속했다. 또한 그는 북한에 대한 남한의 원조와 투자에 대해서는 보다 실제적인 접근을 취할 것이라고 말했다.

이 당선자는 당사에서 지지자들에게 그는 국민을 겸손하게 섬길 것이고 그가 혼란스러운 상태라고 묘사했던 것들로부터 경제를 되살려 달라는 국민의 강력한 기대에 부응할 것이라고 말했다.


경제상에 집중된 저 메시지는 성장 정체와 경제활동에 관련하여 곧 퇴임할 노무현 대통령을 비난하는 남한 국민들 사이에서 엄청난 인기를 입증한다.

이 당선자를 지지한다고 말한 일반 투표자들은 전적으로 경제적인 기회의 증진이다.

40대로 보이는 한 택시기사인 지승용씨는 그가 경제를 살리는데 다른 대안이 없다고 생각했기에 이 당선자를 지지했다고 말했다.


이 당선자에 가장 근접한 도전자였던 통합민주신당의 후보인 정동영은 총투표수의 약 27%를 받았다. 무소속 후보인 이회창은 약 15%을 받았다.

이 당선자는 그가 한때 주가조작과 사기에 참여했었다는 혐의들로 수 개월 지내며 2자리 수의 여론조사 우세를 관철해왔다.
지난 주 남한 검찰은 기소에 대해서 그가 결백하다고 했지만 이번 주 국회의원들이 그 문제에 대한 특별검사 조사안을 승인했다.

[지나가는 생각]

오늘 일자 매일경제신문을 보니까 물론 대통령이 당선된 뉴스가 빅뉴스인 것은 사실이지만
기타 일간신문과 같다는 느낌을 받을 정도로 메인 페이지를 포함하여 여러 장에 걸쳐서
이명박 당선자의 가계, 각계 각층의 견해 등을 기사화했더군요.
제 생각에 약간 지나친 듯한 면이 느껴지더군요.
경제지면 경제지 다워야지요.

기사 중에 곽승준-강만수-황영기(전 우리금융지주 회장)이 경제 핵심브레인이라는 타이틀과 함께 11면을 장식한 모습을 봅니다.
얼마 전 제기된 삼성비자금, 특검이 처리안 된 상태에서 그 문제와 관련이 있다고 구설수에 올랐던 인물이 새 정부의 경제 정책 분야의 핵심브레인으로 나오는 걸 보면
결국 삼성 비자금이나 특검도 경제적 정치적 빅딜에 의해 유야무야되지 않을지도 모른다는
생각이 드는 건 괜한 우려일지도 모르겠습니다.
시간끌다가 국민들 관심이 조금 시들해지면 처리되는 뭐..그런 거 일수 있겠죠..
과거에 많이 그랬으니까, 앞으로는 그러지 않았음 좋겠습니다.
혐의에 대해선 명백히 밝히고 건설적인 방향으로 나가는 초석으로 삼는 것이 좋지 않겠습니다.
지금은 유신체제나 언론통폐합시대처럼 언론이 막히고 정보 공유가 안되는 시대가 아니니까
투표가 끝난 마당에 투표율이 무슨 소용이냐고 말할 수 있겠지만 국회를 포함한 우리나라의 위정자들이 투표참여율이 떨어지는 이유를 잘 생각해 보야하지 않을까요?

그러나 좀 희망적인 것은 위의 보도내용처럼 이명박 대통령 당선자님이 국민들을 위해 겸손하게 봉사하겠다고 약속을 했으니까…
당선자님을 믿어요..

끝으로 떠오르는 영화대사가 있어서 올려봅니다.
공공의 적 2에서 강철중 검사(설경구)가 외국으로 도망가려고 하는 명선 재단 이사장 한상우(정준호)를 잡으러 갔을 때 정준호가 한 멘트가 갑자기 떠오르는군요. ”국민들한테는 프로야구나 틀어주면 돼, 니들은 니들대로 살란 말이야”, ”아직도 모르냐? 돈이 법보다 쎈걸? 쪽팔려하지 마라!  이 나라 공직사회에서 그정도면 할만큼 한거다..”

저는 대학을 들어간 90년대 초반 국내 정치상황에 환멸을 느낀 후 되도록이면 우리나라 정치에 관심을 두지 않았습니다.

왜냐하면 "다 그놈이 그놈이지, 말은 잘하지만 정작 당선되고 나면 다 똑같다는"
푸렴어린 시중에 도는 말처럼 그렇게 되는 모습들을 접하다보니 그렇게 되더군요.

근데 요사이 다시 정치에 조금은 관심을 다시 갖게 되었습니다.
너무도 상식 밖에 일들이 많이 발생을 하니깐 자연 호기심이 생기더군요.
호기심이 발생해서 판도라 상자를 열었다죠...
나쁜 건 다 세상에 나와 있으니깐..
어제 동영상 파일 발표되었던데 그 결과가 이번 대선에 어떤 영향을 미칠런지
아무튼 나라가 좋은 방향으로 갈 수 있는 그런 사람이 대통령이 되기를 바라는 마음입니다.

이 원고를 작성한 기자는 동영상에 대한 부분은 아직 모르고 있는 상태에서 작성한 것

Former Seoul Mayor Closes In on S. Korean Presidential Win
전직 서울시장이 남한의 대통령 선거 승리에 근접

A former Seoul mayor who bills himself as a pro-business conservative is expected to become South Korea's next president by an overwhelming margin when voters go to the polls on Wednesday. As VOA's Kurt Achin reports from Seoul, Lee Myung-bak is appealing directly to South Korea's tradition of economic pragmatism.

Whether they support him or not, most South Koreans think the Lee Myung-bak political machine is headed for a decisive win.

Lee, the nominee of the conservative Grand National Party has a strong lead in polling. His nearest rival trails Lee's 46 percent approval rating by about 30 points.

Lee's message is relatively simple, and he gets it across to international reporters.
"I will rebuild Korean economy," he said. "I will remake the Korean structure."

He promises to kick start an economy that many think has stalled under President Roh Moo-hyun.

Mr. Roh, whose term expires in January, is widely blamed for what voters consider indecisive management of the economy.

Lee derives some of his pro-business credentials from his past as a former chairman of a unit in South Korea's Hyundai conglomerate. But his reputation as a hard-driving leader was perhaps most firmly established by a project he pushed through as mayor of Seoul.

Despite initial ridicule, Lee managed to renew the Cheongyecheon stream, which runs through Seoul. In addition to beautifying the city, the project strikes a chord of Korean nationalism, because the stream was paved over by Japanese occupiers in the early 20th century.

Lee also says he will adjust what he considers an overly generous and uncritical approach toward communist North Korea, and exchange it for a "businesslike" approach. He says if North Korea verifiably gets rid of its nuclear weapons, he will work to transform its impoverished economy and raise North Korean per capita income to $3,000 a year within 10 years.

Lee says that includes a review of President Roh's promises for new inter-Korean projects, which would cost hundreds of millions of dollars.

Lee also says he will strengthen the country's alliance with the United States, which has been strained in part by President Roh's approach toward North Korea.

Lee's campaign was tarnished by allegations of past fraud and stock manipulation. Prosecutors recently cleared him of those charges, a move Lee's opponents call politically biased. Polling experts say even some of Lee's supporters doubt he is completely innocent of the allegations - however, their desire for political change outweighs their reservations.

한나라당(그 보수적이고 저명한 국내 정당)의 후보인 이씨는 여론조사에서 압도적인 우세에 있다. 그와 가장 근접한 라이벌은 이 후보의 46퍼센트 지지율에 약 30포인트 정도 떨어져 끌려가고 있다.


이후보의 메시지는 대체적으로 간단하고 그는 그것을 국제 기자들에게 전했다. ”나는 한국경제를 재건할 것이다” 그는 말했다. “한국의 구조를 개조할 것이다.”


그는 많은 사람들이 생각하는 노무현대통령 하에서 지연된 경제를 다시 시작할 것을 약속한다.


내년 1월에 임기가 끝나는 노무현 대통령은 대다수의 유권자들로부터 우유부단한 경제 관리에 대해서 비난받고 있다.


이 후보는 남한의 현대 복합기업의 한 회사의 사장으로써의 그의 과거로부터 전문 사업가 자격을 약간 얻었지만 정력적인 지도자로서의 명성은 서울시장으로서 밀어부쳤던 한 프로젝트에 의해서 가장 확고해진 것 같다.


초기의 비웃음에도 불구하고 이 후보는 서울을 통해 흐르는 청계천 시내를 새롭게 하는 일을 잘 처리했다. 도시를 아름답게 함과 아울러 그 프로젝트는 민족주의를 자극한다. 왜냐하면 이 시내는 20세기 초 일본 점령군들에 해서 덮여졌었기 때문이다.


이 후보는 또한 그가 생각하기를 공산주의자들인 북한을 향한 지나치게 관대하고 무비판적인 접근을 조정할 것이고 하나의 실제적인 접근 방식으로 주고받을 것이다.
그가 말하길 만약 북한이 검증할 수 있게 핵무기를 제거한다면, 그는 가난한 경제를 변화시킬 수 있도록 지원할 것이고 10년 내에 북한의 연간 일인당 소득이 3,000 달러가 되도록 노력할 것이다.


이 후보는 수억 달러가 드는 노무현 대통령의 약속한 새로운 한국간 프로젝트에 대한 검토를 포함한다고 말한다.

이 후보는 또한 말하길 그는 노무현 대통령의 북한을 향한 접촉으로 인해 부분적으로 왜곡되어 졌던 미국과의 동맹을 강화할 것이라고 한다.


이 후보 선거운동은 과거 사기와 주가조작에 대한 증거없는 주장에 의해 빛이 바랬었다.
최근에 검사들이 그가 그러한 혐의에 대해서 명백히 했지만, 이 후보의 적들은 정치적으로 편견이라고 외친다. 여론조사 전문가들은 심지어 이 후보의 지지자들 중의 상당수는 이 후보가 완전히 그 혐의들에 대해서 깨끗하다고 생각하지는 않지만 유보보다는 정치적 변화를 위한 그들의 바램에 무게를 둔다고 말한다.
