"아메리칸 갱스터"는 댄젤 워싱턴(Denzel Washington)과 러셀 크로우(Russell Crowe)가 주인공으로 등장하는 영화인데 제가 이 영화를 본 이유 중의 하나는 댄젤 워싱턴 때문에 보았다고 할 정도로 댄젤 워싱턴을 좋아합니다.


지금까지 그가 출연한 영화에서 역할들을 볼 때 그는 뭔가를 생각하게 만드는 배역을 많이 해왔기에..
영화 처음부터 거의 끝날 무렵까지 그는 마약상의 대부 역할로써 진부한 내용의 전개였다.

 

근데 거의 마지막 무렵 러셀 크로우가 댄젤 워싱턴을 잡아서 서로 의자에 앉아 대화하는 순간부터가 이 영화를 본 의미를 알 수 있었다.

 

프랭크(워싱턴) : 내 변호사가 믿기지 않는 얘기를 하더군. 정말로 거저 얻은
                       백만 달러를 신고했나?

리치(러셀 크로우) : 그래
프랭크(워싱턴) : 진짜였어? 대단해 멋지군
                        경찰도 뇌물 받잖아?
리치(러셀 크로우) : 아마도

프랭크(워싱턴) : 아마도가 아니고 공공연한 사실인데 자넨 신고했고 남들은
                       착복했지만 자넨 그렇지 않았어

 

위의 대화를 보면서 마치 워싱턴이 죄인을 심문하는 사람이고 러셀 크로우가 죄인인 마치 주객이 전도된 느낌을 받았었다.
그러나 곧이어 러셀 크로우가 올바른 일을 했다고 얘기하고 뒤이어 워싱턴이 다시 그런 상황이 오면 어떻게 하겠냐고 자신은 착복했을 것이라고 얘기를 하지만 러셀 크로우는 다시 그런 상황이 와도 신고할 것이라고 하면서 워싱턴의 회유에 넘어가지 않고 그 뒤이어 워싱턴으로부터 그런 잘못된 경찰들에 대해서 정보를 받아내어 그 당시 부패한 경찰조직을 폭로하였다.

결과적으로 실존인물이었던 프랭크(댄젤 워싱턴)는 마약 배포 공모죄로 70년형을 선고받았고 미국 정부는 미국과 해외 은행에서 250만 달러가 넘는 프랭크의 자산을 몰수했다.

 

무엇인가 생각하게 하는 결과였던 것 같다. 프랭크가 가지고 있던 재산을 모두 국가에서 몰수했다는 것이 이것이 진정한 형평에 맞는 법집행이 아닐까?
이 영화에서 느껴지는 것은 미국이라는 나라는 조직이 썩으면 그 썩은 조직은 어느 정도 도려낼 수 있는 자정력이 있는 것 같다.

”유난히 철새떼가 많은 우리나라…안면도 부근에도 있고 여의도에도 있고 참 좋은 나라… 근데 군산 앞바다까지 타르볼이 떠밀려와서 큰일인데
소중한 철새들은 어디로 간단 말인가?  몇일 내로 처리가능한 능력을 보유하고 있다던 대단한 정부기관 관계자와 유조선에 구멍낸 바지선인가가 삼성중공업 소유라는데 누구 잘못일까? "

끝으로 어민 여러분 힘내세요. 착한 국민들이 있잖아요.

요즘 많이 많이 나오고 있는 기름유출사고에 대한 외국 기관의 메시지를 들어 볼까요? 이번에도 바지선이 연관이 있는데 그 바지선이 하필 요즘 장안의 화제가 되고 있는 삼성그룹 계열사인 삼성중공업이라서 대중매체에서 왜 삼성중공업 소유의 바지선이라는 말을 보도에서 뺏느냐, 다른 의도는 없었다는 둥 말이 좀 있더군요. 아무튼  시작해 볼까요?



S. Korea Expected to Declare Oil Spill Coastline a Disaster Area

남한은 기름 유출 해안가를 재난지역으로 선포할 예정


South Korean officials say they will declare a long stretch of the country's western coastline a disaster area. The move makes residents and businesses eligible for compensation as an enormous oil spill devastates wildlife and fishing resources along the coast. As VOA's Kurt Achin reports from Seoul, even with thousands of workers mobilized, the cleanup is expected to take months.

More than 100 boats and nearly 9,000 soldiers, police and civilians fought to limit the damage along the west coast of South Korea Monday as oil from a punctured tanker washes ashore near the city of Taean.

South Korean officials say more than 10,000 tons of crude oil are coating a 45-kilometer long stretch of coast after a barge accidentally punched holes in a giant oil tanker on Friday.

The economic and environmental costs are expected to soar, as the area is dense with fisheries and marine wildlife. The owners of several hundred shellfish farms say their entire stocks have been wiped out. Costs from a much smaller oil spill in 1995 reached $96 million.

Ji Hun-geun, of the Korean Federation for Environmental Movements, is one of the many volunteers at the site. He said the surface of the sea is all black, and it is incredibly difficult to dispose of the oil by hand. He says he and other volunteers are finding dead birds everywhere, and he believes there are many areas where not a single bird has survived.

South Korean Prime Minister Han Duck-soo said the government will do its best to spare residents the worst effects of the accident. He said the government is ready to compensate those who have been victimized by the accident.

South Korean law provides for the distribution of millions of dollars in state subsidies and relief payments after authorities formally label a region a special disaster area.

Experts say cleaning up an oil slick of this size is likely to take about two months. The residual damage from oil absorbed into the environment is expected to last far longer.

Criticism is already pointing in two directions, and is likely to grow louder in the days ahead: first, at the South Korean Samsung Heavy Industries Corporation, which operated the barge that punctured the tanker. Second, at the government, which is accused of being inadequately prepared for such a disaster, despite the lessons from the 1995 oil spill.

월요일 구멍난 탱크로부터 나온 기름이 태안시 부근 해변에 밀려오자100대가 넘는 배와 거의 9,000명에 달하는 군인, 경찰 그리고 시민들이 남한 서부 해안가를 따라 피해를 줄이기 위해 싸웠다.


남한 당국자에 따르면 금요일에 한 바지선이 큰 원유탱크에 구멍을 낸 후 약 45 킬로미터 긴  연안 지대에 10,000톤이 넘는 원유로 덮여지고 있다고 한다.


그 지역이 양식장들과 야생의 해양자원이 밀집된 지역이기 때문에 경제적 환경적 비용이 급격히 상승할 것으로 예상된다. 수백명의 양식업 소유자들은 그들의 전체 양식장이 사라졌다고 말한다. 1995년에 발생할 원유유출로 인한 비용은 96,000,000 달러에 달했다.


한국환경운동연합의 지훈근은 현장의 많은 자원자들 중의 한 사람이다.
그는 바다 표면이 온통 검고 손으로 기름을 제기하기에는 거의 불가능하다고 말한다.
그와 다른 자원자들은 도처에서 죽은 새들을 볼 수 있으며 그는 많은 지역이 한 마리의 새도 살아있지 않을 거라고 생각한다.

남한 한덕수 총리는 최악의 사고를 당한 주민들을 지원하는데 정부는 최선을 다할 것이라고 말했다. 그는 정부는 이 사고로 고통을 당하고 있는 사람들에게 보상할 준비가 되어있다고 말했다.


남한 법에 정부가 특별 재난 지역으로 공식적으로 지정한 후에 수백만 달러의 정부 보조금 분배와 구제상환이 제공되도록 되어 있다.

전문가들은 이 정도 양의 원유막을 제거하는 데는 대략 2개월 정도 걸릴 것이라고 말한다.
생태계로 흡수된 원유로부터 남은 피해는 상당히 오랫동안 지속될 것이다.


벌써 2가지 측면에서 비평이 제기되고 있고 앞으로 더 커질 것 같다.
먼저, 탱크에 구멍을 낸 바지선의 소유주인 남한의 삼성중공업이고 다음으로는 1995년 기름유출사고의 전례에도 불구하고 그러한 재난에 대한 적절치 못한 대응을 한 정부측이다.
